  1. 12/16/2008 CAPITAL MASTER PLAN FOR 2009 - 2018

The Platte Canyon Board of Directors recently approved a Capital Master Plan for 2009 - 2018.  The purpose of the master plan is to itemize, prioritize and schedule water and wastewater facility expansion, rehabilitation and replacement projects and vehicle purchases to enhance the accuracy and effectiveness of budgeting and cash flow analysis.  The Plan enables the District to be pro-active in confronting water and sewer system modifications and rehabilitation.
     
    The 2009 - 2018 Capital Master Plan proposes expenditure of $480,417 in 2009, and $4,304,168 during the ten year period extending from 2009 to 2018.  This compares with last year’s master plan projected expenditures for 2008 amounting to $191,000 and ten year period expenditures totaling $5,075,584.  Water facility replacement projects account for 63 percent of the total proposed expenditures while sewer rehabilitation expenses and vehicle and equipment purchases account for 12 percent and 25 percent respectively.
     
    Expenditures called for in this Capital Master Plan will result in a reserve fund balance of $8,526,739 at year end 2009.  This amount has been determined to provide adequate reserves to meet expenditures proposed in the Capital Master Plan.  No increases in tax revenues, tap fees or annexation fees will to be required to meet the goals of the current plan.
     
    Two water main replacement projects totaling 983 feet of pipe are scheduled for 2009.  The first project, CIP 09-1W, proposes replacement of 483 feet of 16-inch cast iron pipe in W. Leawood Dr. between S. Sheridan Blvd. and S. Benton Wy. in the Leawood Subdivision.  The existing pipeline is one of the primary water sources for Leawood and has experienced three breaks, one of which resulted in substantial property damage and a total repair cost exceeding $37,000.  Replacement of this pipeline will improve reliability of service throughout Leawood and eliminate service disruptions experienced by customers residing along Leawood Dr.  The existing 16-inch cast iron pipe will be replaced with 12-inch, C900, class 150 PVC pipe at an estimated cost of $139,110.
     
    The second water main replacement scheduled for 2009 proposes replacement of 500 feet of 6-inch asbestos-cement pipe in W. Ottawa Ave. west of S. Webster St. in the Columbine West Subdivision.  This pipeline was installed in 1973 and has experienced three breaks resulting in a condition rating of 774 points.  The existing asbestos-cement pipe will be replaced with C900, class 150 PVC pipe at an estimated cost of $103,307.
